Brazil has been a significant player in the open education network in Latin America, evolving from initial grassroots activism to the development of comprehensive national policies on Open Educational Resources (OER). Between 2018 and 2025, the country took important steps—from integrating open licensing into its national textbook program to launching teacher training and digital rights education initiatives.

In this session, Djaine Damiati, from the University of Brasília and the UNESCO Chair in Open Education and Technologies for the Common Good, will share actions and policies for the implementation and systematic use of OER in public distance higher education in the country, through the Open University of Brazil system, highlighting its successes and challenges to be faced.

Frank is a second-generation NOERd — he joined the game when it was already in full swing. On the one hand, he regrets that a bit, since he’s only now getting to know so many great people and past projects. On the other hand, he feels that this sometimes allows him to look at OER and OEP from a slightly different “lens.”
Beyond the big topic of openness, Frank can hardly rein in his curiosity about anything related to learning and teaching. That might have something to do with the fact that he once studied (vocational) pedagogy — but then again, maybe not.
