This Exchange Session invites participants to engage with the Ibero-American Hub of the Global OER Graduate Network (GO-GN), an initiative designed to strengthen open education research ecosystems in Latin America, Spain, and Portugal. The Hub aims to amplify regional voices in global conversations on open education, foster multilingual collaboration, and enhance the capacity of researchers and institutions to contribute to equitable and sustainable education systems.

The initiative responds to shared challenges across the region—such as resource fragmentation, limited visibility of research outputs, and policy gaps—while leveraging regional strengths, including a vibrant academic community and strong traditions of public education. By aligning its work with the UNESCO OER Recommendation (2019) and the Dubai Declaration on OER and AI (2024), the Hub positions itself as a strategic platform for dialogue, knowledge mobilization, and innovation.

Participants will explore key areas of collaboration, including joint research, capacity building, and multilingual resource sharing. The session will emphasize co-creation and mutual learning, encouraging attendees to shape a shared roadmap for regional and global cooperation in open education research.

Virginia Rodés Paragarino is a Research Professor at the Institute for the Future of Education Europe, Tecnológico de Monterrey. Her research examines the intersections of equity, innovation, and lifelong learning, with a particular focus on open education. She leads and collaborates on international research and innovation projects supported by organizations such as UNESCO, the European Commission, contributing to the advancement of inclusive educational ecosystems in Europe and Latin America. She plays an active role in global networks such as Global OER Graduate Network and the UNESCO UNITWIN Network in Open Education, promoting open knowledge infrastructures and policy development.
